Cuestión de matices.
"Offer" can occasionally sound rather cheap, like a special offer.
"Provide" can sounds a bit more formal/snooty, which could provide a hint of snob appeal implicit in cruise trips. "Give" is similar, though slightly less formal.

A ver si me explico mejor. Detras de "offer" hay implicita una pizca de desesperación de parte del comerciante (necesita hacer "ofertas" para vender sus productos). "Provide" carece de tal matiz.
