I'm not sure that 'register' and deregister' are the correct terms in this particular context. Doesn´t sound right to me.

Explanation:
The vessels have to be checked in /out to monitor all sorts of things. Could also be "registration", but it sounds more like the first time when you hire the... mooring (parking space for boats to us landlubbers)
