It's a bit fiddly because I haven't been given character names or stage directions, so it's sometimes not clear who's speaking. The sentence I posted is all spoken by one person, the travel agent (from what I can make out). My belief is that he's on the phone to the supplier while the clients are in earshot. It continues:

Which I think means that he is trying to sort it out with the supplier, but nothing doing. It seems to me that Wordalia is on track with them not having solid the minimum number of tickets (like a "critical mass" needed to run the tour).
