Explanation:
Spanish seems to like this kind of expression - plasmarse is the more recent favourite I fear.

I'd probably be tempted to have a go at rewriting altogether but don't know how much rope you have.

Explanation:
I think the "que se articulan" must refer to both the radial avenues and the grid pattern of streets. I am thinking of Santa Cruz de Tenerife which has both these features. Where the avenues intersect with the streets, there are beautiful gardens, squares etc.
