Ciudad renacentista, universitaria e ilustrada, concebida para albergar
a los hombres sabios y hacer que germinen sus sueños.

This is from a tourist brochure about Alcalá de Hernares. I've put "... make their dreams come true" but would like some other ideas.

inspire their dreams


Explanation:
I don't think it means "make their dreams come true". "Germinate" implies coming into existence where they didn't exist before. So it really means make them dream, set them dreaming, stimulate and give rise to their dreams. I think "inspire" strikes a suitable tone in the context.

Here's an example of this expression in an academic context:
"a liberal arts college experience designed to inspire their dreams of what is possible in higher education."
