Spanish term or phrase: tiene en cuenta el tratamiento de barreras arquitectónicas
Does this mean that there aren´t ANY architectural barriers?

Todo el edificio **tiene en cuenta el tratamiento de barreras arquitectónicas** y las 4 habitaciones destinadas a personas de movilidad reducida han sido diseñadas con el apoyo de técnicos especialistas.

In reply to your comment, Lisa, I never cease to be amazed at the constructions of this nature considered not only possible, but acceptable, in Spanish. The only way out is to apply English logic in the English version (perhaps: XXX was taken into consideration when designing/in the design of the building).

contemplates strategies to deal with architectural barriers

Explanation:
"tiene en cuenta el tratamiento de barreras arquitectónicas" means that, at least, this should be the case (this has been the intention when constructing the building). However, it is not a categorical affirmation like "el edificio no tiene barreras arquitectónicas" or "se trata de un edificio sin barreras arquitectónicas".

I hope this will help. Regards, Marta.

agree  Dr Neil Ashby: i like this one most but "a building does not 'contemplate'", I think contemplate needs replacing with, e.g. "the building includes/incorporates stratergies....."

Notes to answerer
Asker: Thanks Jenni. The original is strangely worded I think. Surely it should say that the HOTEL (management) has taken....into consideration, and not the building.

  -> Thanks very much, Andres.

agree  ClaraVal: If you want to avoid the "edificio" as subject (which I agree is odd) you could just say that the barriers "have been taken into consideration throughout the building".

agree  James A. Walsh: Totally agree with your comment about applying English logic here. Talking of which, my own English logic is becomming rather depleted from this 2-week mostly legal job I'm working on... Monday deadline, the end is in sight :)

  -> Thanks, James. I'm reaching the end of three articles whose authors needed a lot of support. I feel the same way!

is designed with the goal of reducing architectual barriers

Explanation:
In looking at the full sentence, the meaning implies not just that they barriers are considered, but that they have been reduced as much as possible:
The entire building is designed with the goal of reducing architectural barriers

The second part of the sentence then gives specific information about the handicap-accessible rooms in particular.
