My first thought was give way'.... 'conceda'

The 'cambios de luces' is probably a reference to traffic lights.

But I don\'t see how to connect the ideas.

Another idea.

Conceder as in \'concede (to)\', \'accept\'

Maybe they are referring to the fact that you should respect traffic light changes, i.e. not accelerate when they are changing, accept the fact that they are changing and that you shouldn\'t try to jumop them.

In other words, respect traffic light changes OR treat traffic light changes with respect

Explanation:
In the uk we would say dip rather than dim, but otherwise i agree with the above.
