Spanish term or phrase: casa de oficios
Apparently some kind of governmental office. From a tourism website on tourism in the province of Málaga:

Explanation:
I found a ref. to your particular "casa de oficios," explaining what it is:

And here's a European Union ref:

Management of the programmes of the "workshop schools" (Escuelas Taller) and the youth training centres (Casa de Oficios), which are oriented specifically towards first-time job seekers aged less than 25 lacking professional qualifications who are not covered by the "social guarantee programmes".

neutral  John Rynne: As a resident of Aranjuez, may I say that "Casa de Oficios" is the name given to the building centuries ago and it has nothing to do with its current functions.

craftsmen's / guilds' building / pavillion

Explanation:
Every time a palace was built a 'casa de oficios' was built as part of it to lodge craftsmen and servants needed to attend the palace operation. Touristic interest derives from their frequent monumental features.
