From another site. It seems to be a standard term for landscape where scattered clumps of different-colored vegetation show up like spots on a leopard.

* Clima semiárido: (índice xerotérmico entre 100 y 290) el manto de agua subterránea es temporal. Su vegetación climácica es una formación abierta de tipo estepario, es decir, plantas dispuestas en manchas aisladas ó \"piel de pantera\". Se incluirían ambos bordes del Sahara e incluso buena parte de las mediterráneas.

this is a long shot, but could it possibly mean "leapord-skin landscape" - an original metaphor perhaps to describe the dots/patches of trees, etc???? Only a guess!

Explanation:
I think you could use the term 'leopard-spot' in inverted commas perhaps and even explain that this is a combination of different kinds of vegetation, which produces a 'leopard-spot' pattern/landscape.

A socaire de las grandes manchas de sabinas crecen hierbas y flores de pequeña altura. Javalambre tiene un paisaje que los biólogos denominan de piel de pantera. Grandes manchas de sabina color verde oscuro salpican los pastizales más claros, creando un manto que bien merece tal nombre. Especies primitivas sobreviven de pasadas eras glaciales, y un buen número de endemismos vegetales hacen de Javalambre lugar de cita para amantes de la biología.

On the arid hillsides of Javalambre isolated trees or clumps of the upright Spanish Juniper (Juniperus thurifera) are often surrounded by prostrate thickets of Savin (J. sabina), producing a characteristic ‘leopard-spot’ vegetation.
