Explanation:
It could be "member" if this letter is being sent by some kind of trade association.

In the USA the only equivalent to the "apart-hotel" concept might be an "extended stay" hotel, but I think just "hotel" will do it. However, it is unknown as to whether the addressee is an owner, manager, client, association member, etc. Maybe you have context to clarify that.

Explanation:
No direct translation. The letter is directed to the individual owners of the flats of an apartment hotel. The apartment hotel's management charges a per-night fee also when the proprietors sleep there, and the size of this fee is in question here.

The apartment hotel concept is found all over Latin America. Individual investors buy one or more units (apartments) in a building. All apartments are managed by a hotel management firm and let to customers just like in an ordinary hotel. The owners of each unit receive money for each night their apartment is occupied. They also (which is the question being discussed in the letter) pay a service fee when they use their own apartment. Flat (apartment) owner is correct.
