Text from Peru for translation to British English. I assume that in "vías de penetración afirmadas", "afirmada" means paved, but am not clear what type of road a "vía de penetración" would be.

"La conexión con las ciudades de la sierra es a través de la Carretera Central y de la ruta Paramonga Huaraz y de las vías de penetración afirmadas Cañete Yauyos Huancayo, Huacho Oyón Huánuco y Lima Canta."

Penetration roads usually involve new construction or improvement of low standard roads or trails. Penetration roads can open entirely new areas to settlement or serve areas where cash crop production is very small due to lack of
transport facilities. Dry weatheraccessis difficult and, in somecasesimpos , sible
due to lack of bridgesover perennialstreams.Traffic levelsvary from very low to nonexistent. There is uncertainty as to the rate and type of development which could be expected from the establishment or improvement of penetration roads.
