Explanation:
Complete stab in the dark here but only one I can think of make sense given the context (not entirely sure whether they're talking about operators or the vehicles themselves).More general context than the one sentence wouldn't hurt either.
My guess is that these are the chains of carts (or drivers) airports use to bring luggage to and from the planes. This area would be like the traffic control center for them to keep the flow going smoothly.
A guess, but maybe get something started with it. I have the feeling it's definitely internal Mexican airport lingo though.
