Spanish term or phrase: no se requiere registro

En un diploma colombiano de bachillerato, al final, dicen "anotado al folio xx libro de registro xx del colegio"
Y seguidamente:
"*No se requiere registro*, según decreto xx del xx del ministerio de educación nacional"
No entiendo por qué dan un número de registro si después dicen que no se requiere registro, seguramente se refieren al registro en lugares diferentes.
