Étant donné qu'il s'agit, en espagnol, d'une division administrative d'un village ou d'une autre ville proche plus importante, il me semble qu'arrondissement rural pourrait être un équivalent. Même si je dois reconnaître qu'il y a très peu d'exemples de son utilisation en français (en voici un: http://losanges.chiffres.pagesperso-orange.fr/page11.html) je trouve que ça pourrait donner une idée du sens que "partido rural" a en espagnol.
