Ce n'est qu'une proposition et c'est vrai que la phrase est un peu mal tournée en Espagnol. Pour moi cuya se réfère à la priorité du gouvernement. "Cuya accion es el aumento... y..."

La phrase en espagnol n'est pas très bien rédigée...
Le pronom "cuya" pourrait remplacer"la seguridad", "la agenda local", ou bien "la prioridad del gobierno", ou même "gobierno".... C'est pas clair du tout!!
En tout cas, je séparerais la phrase en deux: "....du gouvernement. À cette action contribuent...."
