Im Zusammenhang mit einem mexikanischen Testament bin ich auf die Abkürzung I.N.S.E.N. gestoßen. Wofür steht diese?

Der Satz lautet : "...quién se identifica con credencial del "I.N.S.E.N." numero diecinueve mil cuarenta y uno, expedida por dicha dependencia gubernamental."
