Presentadas las proposiciones por los licitadores, incluida la oferta económica, el órgano adjudicador procederá a la valoración de las ofertas, una vez identificados los licitadores admitidos y excluidos de acuerdo con los requisitos previos exigidos, sin que sea posible la exclusión de licitador alguno por el mero hecho de que su oferta haya podido incurrir en un “valor anormal o desproporcionado”.
La anterior Ley de contratos de las Administraciones Públicas y el actual Reglamento hablan de **bajas temerarias**.
