Me queda la duda de si en el contexto de esta frase se utiliza el término gerenciamento como el equivalente de manejo:

"Este manual tiene por objeto describir todos los aspectos operativos del controlador de tráfico, tanto para su puesta en funcionamiento como para su manejo en condiciones operativas normales."
