Me interesa sobre todo en qué consiste EXACTAMENTE esa "справка о публикации эдиктов". Как это не только перевести, но и пояснить.

"El Edicto o Proclama de Matrimonio es el documento oficial donde consta que un ciudadano ha manifestado la intención de casarse con otro ciudadano. Según la Ley, este documento debe ser publicado en el Consulado en dos períodos sucesivos de 8 días naturales cada uno, a fin de que cualquier ciudadano pueda manifestar oposición a dicha intención de matrimonio. "

М.б. еще "оглашение":
"...пред совершением браков, выполнялось в точности требование закона о трех публикациях или оглашениях — «с объявлением, кто вступает в брак, и не знает ли кто какового сомнения» "
