Этим налогом облагается рост стоимости земельных участков, который проявляется в момент передачи. Налогоплательщиком налога является передающее лицо.
Ставка налогового сбора устанавливается каждым муниципалитетом, причем данная ставка не должна превышать 30%. Ставка налогообложения этого налога складывается из суммы повышения стоимости участка (определяемой как разность между ценой передачи и кадастровой стоимостью участка). Сумма этого налога вычитается из стоимости передачи недвижимого имущества для целей исчисления подоходного налога с физических лиц.
