is a type of insurance where you insure against forfeiture of payed advances.
Examples: You pay an advance on a travel, a competition, a participation in a conference and after that you get seriously ill, brake a leg or suffer some sort of blow, which makes it objectively impossible or at least not acceptable to participate. Thus the insurance repays you your advance.

There is no type of insurances called "återbetalningsförsäkring". All insurance companies does have something called "tilläggsförsäkring". These insurances are given all kinds of names, depending on area of coverage. For example, if you a trip somewhere, you can also sign up for [avbeställningsskydd], cancelling coverage, that will repay your fees in case you cannot follow your deal through. As most Swede's have a basic travel insurance as part of their home insurance, such an insurance is normally referred to as [tilläggsförsäkring].
The one referred to by Mats above does not only pay your submission fees back, but is also an accident insurance. Participants in a sports event, does have a basic insurance, as this is a mandatory responsibility that rests with the organizers, but privately participants may choose to get different types of extended coverage; a [tilläggsförsäkring].
