Is it possible that registrerade is used here as a substantivised adjective, i.e. that it is possible to explain why an applicant acted in a certain way only if the the user (applicant?) is registered (in the system)?
This will have to be confirmed by the broader context. It is not clear from the example if it is possible to be registered, what kind of applications these are etc. But if you think this is an option, you can consider it.
