Swedish term or phrase: målartvätt
Much like it sounds, however I cannot find any relevant hits for "paint wash".

It is a chemical that comes in gallon jugs that is used to wash the grease off a surface prior to painting.

Seems to be the closest equivalent. I always thought sugar soap sounded quite harmless, but apparently it often has phosphates in!
