IATE uses collective agreement for "kollektivavtal" so agreement refering to kollektivavtalet makes sense.

I think you will do best to go for collective agreement because as Frerik points out, that is the wider term. Avtalsrörelsen is the term for the negotiation in order to come to a collective agreement.
