Wet materials are often burnt in recycling, but the furnace temperature must be sufficiently high and the wet materials must be mixed with drier fuel or gases to allow combustion to take place.

Natural gas often has a moisture content which has to be taken into account. It varies of course, depending on the source and previous treatment of the gas.

(It's a long time since I had anything to do with gas & offshore texts...)

Explanation:
They are referring to the volume of the compressed liquid phase gas that is being consumed.
Gas is normally in gas phase only just before it is burned; it is always handled and transported in compressed liquid phase.
