I can't help wondering about "slutligen".
I'm Danish, not Swedish, but as you may know, the two languages are very similar.
I have a long experience of legal texts and the Danish word "sluttelig" (a very old-fashioned word, hardly used except by lawyers) doesn't mean "irrevocably" but "lastly".
I wanted to tell you this because to me your text looks as if it's the last bit of a string of conditions.
