Blind Rehabilitation Outpatient Specialist
The latest innovation in strengthening services in VA Blind Rehabilitation Service occurred in 1995 with the establishment of a blind rehabilitation outpatient training program. Fifteen Blind Rehabilitation Outpatient Specialists (BROS) positions were created at that time to be administered by multi-skilled and experienced blind rehabilitation specialists. These instructors would be expected to have a basic working knowledge in all of the blind rehabilitation skill areas plus advanced technical knowledge and competencies in at least two of the following disciplines: orientation and mobility; living skills; visual skills; and manual skills.
- Note: these web pages include the terms "educational" and "orientation and mobility" + specialist. The one from Texas also distinguishes between "Visual Impairment Specialist" and O & M specialist or Education Specialist/Consultant for the Visually Impaired. O & M + visual impairment specialist is a more inclusive, broader category. And the page from the Veteran's Administration starts off a historical rundown with "Visual Impairment Service Team" in 1967 based on post WWII research of veterans and expands to Blind Rehabilitation Outpatient Specialists (BROS) in the mid-90's with an expanded focus on O & M, etc. That seems to track the historical development of the term and approach the contemporary expanded meaning. At any rate, Orientation and mobility could be more descriptive and inclusive terms, and "educational" could narrow the description. The VA has Visual Impairment Service Teams, logically staffed by visual impairment specialists, but they are not specifically oriented to the school environment.
