And it says (in providing context and a definition) "tjänsteleverantörer (de skulle även kunna benämnas outsourcingleverantörer eller Service Providers)."
So both of these terms can't be ISP, as the text makes a distinction between them.

I understand that the translation for ““Internetoperatörer” is universally accepted as ISP, but perhaps here some specific technical difference applies.
