I am fairly sure that "dels" has been replaced with "parts" here (possibly by a global search-and-replace?), and that this should be "förberedelseplan," or "plan for preparations."

  -> There is little, if any, difference between "preparation plan" and "plan for preparations," except that the latter may be a bit clearer. IMO. :)
