Ovis is part of the goat-antelope subfamily of the ruminant Bovidae. I believe that in a certain technical register, the following terms can be used:

bovine animals = cattle
ovine animals = sheep
caprine animals = goats
porcine animals = pigs

So I still maintain that English lacks a generic term for both sheep and goats. If you look at the EU report which you have quoted, you will see that it refers to ovines and caprines, because no one single term will give this meaning.

I personally think it would sound a little strange to call an official body "The Department/Office of Bovine, Ovine and Caprine Husbandry". These terms belong in scientific reports.

Just my view.

Actually you may use also use Ovine and Caprine Animals (sheep and goats) for sheep and goats.
caprine animal - any of numerous agile ruminants related to sheep but having a beard and straight horns

Ovine refers to sheep and sheeplike animals. It is based on Latin. Ovine can refer either to the animal, or to the act of being sheeplike. A group of sheep is called a mob, by the way!
SORRY TIM, English is a big language and does not lack a generic term for sheep and goats.
