If I saw "business for sale" in Turkey, I would think that such a notice would not mean to be the "final" coverage for the "sale terms". In other words, the seller may or may not agree to sell the existing fixtures and settings, but may have a more customized conditions. Therefore I believe, "business for sale" would be enough as a translation, but would naturally leave the final terms to be determined.

To produce a precise equivalent, I think we would have to write, "Business for sale as a going concern consisting of goodwill and exisiting fixtures and fittings", which is a bit of a mouthful.
One reason I think that there is no brief English language equivalent is that, for some reason, in English-speaking countries proprietors do not like to let their customers know that they are trying to sell the business, so this kind of notice is not seen in shop windows.
Business for sale is not wrong , but "devren satılık" differs from "devren kiralık" , which excludes the sale of premises, whereas " as is" is well explained by Mr.Tütüncüoğlu and the link given, the formerly used term for "as is" on Turkish invoices was "telkel" from the French "telle quelle" and meant once you confirm purchase and pay there is nothing to be done. Exactly Mr. Drayton, but luckily this isn't a part of a translation job. Asker has read it on a shop window and was curious about the meaning.

I bought my house "as is" - which meant that when I went through my pre-buying inspection I didn't expect the buyer to fix broken lights, toilets, outlets, etc. Seems to me you should go through with an engineer and do an agressive inspection so your price reflects the cost of what is probably a gut job.
My understanding is that the current business owner is selling not the actual premises, which are rented, but the business within the premises as a going concern. It is the goodwill along with any fixtures and fittings that the current proprietor has installed that are for sale. I do not think that we have an expression in English that corresponds precisely.

"Sold as is" Properties
I saw a home listed with the message "Property Sold Totally As Is. No Representations or Warranties. Purchaser Pays Transfer Tax & Stamps." Should one be cautious about these type of properties? Is it safe to assume there are issues with the home? Has anyone bought a home listed with "no warranty". Also, what does one "pay stamps" mean?
