A Master (or in female form Mistress) is the title of the head of some colleges and other educational institutions. Hoca = not necessarily "Teacher", but more likely an "Instructor" or someone who has achieved the utmost perfection of an art, a senior of a profession but who also instructs these skills to other juniors. A true "Master" of his art. For example: "Karate Hocası" or "Satranç Hocası".
Hoca = Someone who has mastered his skills to become both the best in using his skills and in teaching them.
