the source term is nothing more than the spoken version of the French word "Mon Cher". Therefore my suggestion would be "Mon cher". It is not unusual to use original French expressions in English.

Having western pretenses in attitude


Explanation:
This is more of a derogatory remark which indicates a person having attitude with pretension towards Western style. Usually makes implication to diplomats in politics having diplomatic attitude similar to Western diplomats. This is a general opinion arising from history and which is also a challenging issue, from where the diplomatic style originates.
In east countries, the attitude of western diplomats is accepted always with doubts which relates the mentality oriented on purely interest. That is why monşer "mon cher" denotes the persons having attitude and minds oriented to more on interest either economical or gains, rather than generally ethic principles or on social issues - conscience on poverty etc

Can also be referred with the word "pretentious" which is also derogatory.

This can be an English alternative to the French word mon cher. Turkish explanations are given in the link as "gösteriş düşkünü" and "çıtkırıldım tip".(which we also use "kibarlık budalası" meaning "pretentiosly polite person")
