Doğru bir karşılık bulmak için epey araştırma yaptım, ancak İngilizce bizdeki imar kelimesini ve "imar kirliliği" söz grubunu karşılayan bire bir kelime bulamadım. Daha önce proz'da "imar kanunu" olarak tartışılmış. Linki ekliyorum. Bence bu şekilde bir kullanım uygun olabilir.
