Any member of the staff of the University, who desires to become a candidate for election as a Member of Parliament, shall be placed on leave of absence for the purposes of the candidate.

Canadian parliament has something called a 'certificate of election', as defined below. I think this is the best equivalent you will find.

Certificate of election: A document transmitted by the Chief Electoral Officer to the Clerk of the House of Commons, following a general election or a by-election, certifying that a candidate has been duly elected to serve as a Member of Parliament for a particular constituency (or electoral district). A certificate of election may list the names of more than one duly elected candidate. A Member cannot be sworn in until the certificate of election is sent to the Clerk of the House following the election.

neutral  Eser Perkins: But what we see here between the two commas is only a parenthesis to give the definition of the term for "mazbata", not an equivalent term in English. Am I wrong?/You may be right; should we, then, use it like your example? "mazbata, a certificate..." etc
