Explanation:
"with his/her feet criss-crossed"

My translation of the sentence would be:
" (with) legs bent at the knees and pulled toward the stomach and the feet cris-crossed..."

The person in question is not sitting, but probably injured or dead, judging from the earlier questions...
From a report describing the accident/incident scene, I guess...
