incompetent and ambitious

Explanation:
kifayetsiz is incompetent or insufficient
muhteris is hırslı in modern Turkish, the root is ihtiras. So muhteris is ambitious or passionate in English.

disagree  seawalker: muhteris kötü anlamlı. Halbuki "ambitious" daha çok olumlu anlamlı kullanılıyor.

Incompetent and greedy

Explanation:
Both "kifayetsiz" and "muhteris" have negative meanings. They are always used to criticise persons. So we can not use words like "ambitious" as it is mosty used in a positive way.
I think "incompetent" and "greedy" are used the same (negative) way in English.

disagree  Buray: "muhteris"ten kast edilen aç gözlülük değil kendini kanıtlama hırsıdır. Kanıtlayacak bir şeyi olmadığı halde kendini kabul ettirmeye çalışanları ifade eder bu deyim. http://sozluk.sourtimes.org/show.asp?t=kifayetsiz muhteris

agree  Özden Arıkan: incompetent & greedy are by far the best equivalents for kifayetsiz & muhteris; though I don't know if English has an idiomatic expression for the concept as a whole
