How about lout? According to dictionary.com, lout means "an awkward, stupid person; clumsy, ill-mannered boor; oaf". If so, it perfectly fits the context. Please note that all maganda are considered stupid to some extend that they themselves are not aware of it :) So, such a clumsy person can be bully/rude/redneck if strong, social scum/bum regardles of their power :) Just as another idea, redneck is mostly used for barbaric people only, but especially for the police in southern states like Texas.
