Torba kadro, 657 sayılı Kanunun 68/B bendi hükümleri gereğince belirli hizmet süresi olan memurların (örneğin 8 yıl ve daha fazla hizmet süresi) alt dereceli kadrolardan ilk derecelerde yer alan kadrolara atanmalarını ifade etmektedir. Örneğin 6'ncı dereceli kadroda yer alan bir memurun 8 yıl hizmet var ise 3'üncü dereli bir kadroya 657 sayılı Kanunun 68/B bendi gereğince atanabilir.
