This is the full context, describing someone weeping:
“sessizce gözyaşını içine akıtıyordu”.

As far as I can see, “inside” doesn’t make sense here.

Even though we're talking about "letting the tears" literally, in fact she is not crying, but staying quiet and trying to supress her grief. So, this tells me that she is "quietly holding her tears".
