It's not necessary, and it sounds odd in English no matter where in the sentence you stick it. "Державна" here is a synonym of "Governmental" and should not be translated as "State". That said, you don't need to put "government" next to "administration" anyway. If I were to translate I would say "Deputy Head of the Kiev Municipal Government", since "municipal administration" sounds like a process of administrating and not as a proper name of a local government authority. |
