(here) 'state registration' or 'national register'
Explanation:
I would use something like "state registration", 'national register" if you really want it to be understood.

Using EDRPOU here while no abbreviation used in the source language will look gibberish for a reader (esp. non-Ukrainian speaker)

agree  Angela Greenfield: I would, too, avoid using EDRPOU (since it means absolutely nothing to 99.99% of the English-speaking world). "State ID" maybe or versions thereof?

neutral  Natalie: Sorry, but the abbreviations SHOULD be used (with a footnote, if needed), as this is in certain sense the same as BIC code for a bank (optherwise nobody will know which exactly code it is)

-> Wrong in this case. It's on the stamp - nobody's using it and hardly ever will; also there was nothing like 'edrpou' (i mean abbreviation) in Ukrainian, so translator can not add it just by will.
