Pls look at the following instruction of the AMERICAN Government dated October 2006 (there are some more document on this subject):
U.S. Department of State
New Spelling of Ukrainian Capital
On October 3, 2006, the Board on Geographic Names (BGN) unanimously voted to change the BGN standard transliteration of the name of the Ukrainian capital to "Kyiv." This decision affects the whole USG.
... all State Department offices and operations are requested to immediately begin using the new spelling "Kyiv" in all written communication.
The American diplomatic post there will henceforth be called Embassy Kyiv.

Звичайно, що "Головне Управління" теоретично може бути не лише Main Department. Я зустрічав і "Main Office", "Main Directorate"...
Але НЕ ВИГАДУЙМО собі і людям мороки.
Є офіційні, затверджені і давно усталені назви англійською мовою.
Вони давно вживаються у міжнародній практиці, в т. ч. у відповідних міністерствах за кордоном, в Інтерполі та ін.
Офіційний сайт МВС України англійською мовою є лише один. Там і звіряймося:
