The International Bar Association (IBA) has announced that His Royal Majesty the King of Spain, Juan Carlos I, will open the IBA’s 2009 Annual Conference taking place in Madrid between 4 and 9 October. This world summit of lawyers is set to be the largest IBA Annual Conference to date. Current delegate registration figures of 4,700 are set to grow further with more people registering at the venue.
IBA President, Fernando Peláez-Pier, said, ‘The IBA is both honoured and delighted that HRM King Juan Carlos I of Spain has agreed to preside over the opening ceremony of our annual conference this year. I’m certain that the attending delegates, representing 127 countries, will be most appreciative of him taking time out of his extremely busy schedule to welcome them to this six-day event in the Capital of his nation.’ He added, ‘As the global voice of the legal profession, the IBA truly admires the role of HRM the King in restoring democracy in Spain and espousing the principles of international law.’

أعلن الإتحاد الدولي للمحامين أن جلالة ملك إسبانيا، خوان كارلوس الأول، سيفتتح مؤتمر الإتحاد الدولي للمحامين السنوي للعام 2009 الذي سيعقد في مدينة مدريد بين الرابع والتاسع من أوكتوبر. ويتوقع أن تكون هذه القمة العالمية للمحامين أكبر مؤتمر سنوي للإتحاد الدولي للمحامين في التاريخ. فلقد وصل عدد الوفود المسجلة في المؤتمر 4،700 وفداً والعدد ما زال مرشحاً للصعود بعد ازدياد أعداد المسجلين في هذا الحدث.
وقال فيرناندو بيلايز-بيير، رئيس الإتحاد الدولي للمحامين، "إن موافقة جلالة الملك خوان كارلوس الأول ملك إسبانيا على ترأس حفل افتتاح مؤتمرنا السنوي هذا العام لشرف عظيم ولمفخرة للإتحاد الدولي للمحامين. وأنا متأكد من أن الوفود المشاركة التي ستمثل 127 دولة ستقدّر حق التقدير قيام الملك بتخصيص بعض الوقت من جدوله الحافل للترحيب بهم في هذا الحدث الذي سيعقد على مدى ستة أيام في عاصمة هذه البلد." وأضاف أيضاً، "بصفته صوت مهنة المحاماه، فإن الإتحاد الدولي للمحامين يحترم دور جلالة الملك في إعادة الديموقراطية في إسبانيا وفي اعتناق مبادئ القانوني الدولي."

لقد تم خلال السنوات الثلاث الأولى من قيام الثورة أي خلال الفترة 1970-1972 الأنفاق على عدد من المشروعات التنموية التي كان المجتمع بحاجة ماسة وسريعة لتنفيذها، وقد بلغ مجموع الإنفاق الفعلي خلال هذه السنوات الثلاث نحو 791 مليون دينار أو ما يعادل 2.7 مليار دولار، وكان يتم خلال هذه السنوات الإعداد لخطة تنمية إقتصادية واجتماعية شاملة تراعي التنمية المكانية واستغلال امكانيات كل منطقة لتحقيق أقصى نمو اقتصادي وتقليل الفوارق والتفاوت في الأوضاع الإجتماعية السائدة بين افراد المجتمع في مختلف مناطق الجماهيرية، لقد كانت هذه هي أهم أهداف الخطة الثلاثية 1973-1975 التي بموجبها تم إنفاق 7.5 مليار دولار وتحقيق معدل نمو حقيقي بلغ 17.5% سنوياً، ثم جاء تنفيذ الخطة الخمسية الأولى للتنمية الإقتصادية والإجتماعية خلال الفترة 1976 – 1980 والتي قطعت شوطاً أكبر في تحقيق الإستراتيجية الإنمائية الجديدة، وفي تحرير الإقتصاد الوطني من سيطرة قطاع النفط الخام بتنويع الإنتاج وإجراء تعديلات أعمق على هيكل البنيان الإقتصادي ونتيجة الحجم الكبير للإنفاق الإستثماري الذي نفذ خلال سنوات هذه الخطة والبالغ 28.0 مليار دولار، وبلغ معدل النمو السنوي الحقيقي في الإقتصاد ككل نحو 10.7% وقد تركز التكوين الرأسمالي الثابت في هذه الخطة على عدد من القطاعات الإنتاجية والخدمية المهمة كالزراعة والصناعات التحويلية والنقل والمواصلات والخدمات العامة وعلى رأسها التعليم والصحة. وتجدر الإشارة إلى أن الإنجازات التي تحققت بفعل تنفيذ هذه الخطط تمت تحت الإشراف المباشر للأخ قائد الثورة. | Translation - Arabic
During the first three years after the revolution, i.e. during the period between 1970 and 1972, money was spent on a number of development projects which the community was in serious need of, and the actual spent amount during those three years amounted to approximately 791 million Dinars (2.7 billion US Dollars). In addition, during those years, a comprehensive economic and social development plan was being prepared taking into account spatial development, the exploitation of the capacities of each region to achieve maximum economic growth and decreasing the gaps and differences in social standards between members of the society in all regions in Libya. These were the most important objectives of the three-year plan 1973 – 1975 under which 7.5 billion US Dollars were spent and a yearly 17.5% actual growth rate was achieved. Then the first five-year plan for economic and social development was implemented during the period 1976 – 1980 and it has led to more progress on the path of achieving a new development strategy and liberating the national economy from the control of the crude oil sector by diversifying production and applying deeper amendments to the economical structure as a result of the large volume of investment expenditures during the years of this plan which amounted to 28.0 billion US Dollars, while the overall yearly growth rate in economy reached 10.7%. The fixed capital formation in this plan concentrated on several important production and services sectors such as agriculture, manufacturing industries, transportation and general services led by the health and education sector.
