Bombarded senseless by advertising
It’s estimated that the average European consumer receives 30,000 advertising messages a year. TV, the radio, posters, newspapers and magazines are the traditional media, but companies now have new smart ways of reaching potential clients too.
Subliminal advertising – the insertion of hidden messages – is banned in the European Union and scientists doubt that it works anyway. More interesting at the moment is the use of so-called ‘ambient media’ which attempts to surround you with different versions of the same message.
It’s a way of bombarding your senses. One washing powder company impregnated bus tickets with the distinctive smell of its product. Another wafted the scent of its latest perfume from special pumps built into bus shelters; and a cat food brand played the plaintive meowing of a kitten to passengers queuing for London buses.
Other companies advertise on petrol pumps, on the back of toilet doors in bars and restaurants, even on airline sick bags. And coming to Europe soon is a device called Adwalker where people become human billboards and are paid to carry advertisements on plasma screens attached to their clothing.

How often do you simply throw things away? Your old unwanted clothes, yesterday’s newspaper, empty water bottles and drink cans can all be reused or recycled to help reduce the world’s mountain of waste.
Every year in the European Union alone 1.3 billion tonnes of waste is thrown away, of which 40 million tonnes is hazardous. Most of our waste ends up in landfill sites. Around 60 percent of our waste is disposed of this way, so much so that we’re rapidly running out of space.
Reduce, reuse, recycle…
What’s the solution to the piles of rubbish we produce? First, we should reduce the amount of things we buy. Think before you shop. How much food do you throw away simply because you bought too much in the supermarket and couldn’t eat it all before it passed its sell by date? Друга разпръскваше аромата на най-новия си парфюм от специални помпи, вградени в автобусните спирки; а производител на котешка храна пускаше жаловитото мяукане на коте на пътниците, редящи се на опашка за лондонските автобуси.
Други компании рекламират върху бензинови колонки, отзад на вратите на тоалетните в барове и ресторанти, дори върху торбичките за повръщане в самолетите. Скоро в Европа ще се появи и устройство, наречено “Adwalker”, с което хората се превръщат в ходещи билбордове и им се плаща да излъчват реклами на плазмени екрани, прикрепени към дрехите им.

НАРЕДБА № 8
от 24 август 2004 г.
за условията и изискванията за изграждане и експлоатация на депа и на други съоръжения и инсталации за оползотворяване и обезвреждане на отпадъци
Издадена от министъра на околната среда и водите, обн., ДВ, бр. 83 от 24.09.2004 г.
Глава първа
ОБЩИ ПОЛОЖЕНИЯ
Чл. 1. С тази наредба се определят условията и изискванията за изграждане и експлоатация на:
1. депа, на които се депонират битови, строителни, производствени и/или опасни отпадъци, наричани по-нататък "депа";
2. други съоръжения и инсталации за оползотворяване и обезвреждане на отпадъци.
Чл. 2. Наредбата не се отнася за:
1. внасянето на утайки и други подходящи отпадъци в почвата с цел наторяване или подобряване на нейните качества, в т. ч. получени от:
а) пречиствателни станции за отпадъчни води;
б) драгажни дейности;
2. употреба на инертни отпадъци за възстановяване на релефа, за насипи или за строителство (изграждане, реконструкция, рехабилитация и рекултивация) на депа и други обекти;
3. натрупване на неопасни утайки в:
а) коритата на водни обекти, които са драгирани от други места на същите водни обекти;
б) повърхностни води, включително на дъното на водни обекти;
4. натрупване на отпадъците, получени в резултат на проучването, добива, преработката и съхраняването на минерални суровини и при експлоатацията на кариери и рудници;
5. инсталации за изгаряне на отпадъци.
Чл. 3. (1) За извършване на дейностите по оползотворяване или обезвреждане на отпадъците се изисква:
1. разрешение за извършване на дейности с отпадъци по чл. 37 от Закона за управление на отпадъците (ЗУО), наричано по-нататък “разрешение за извършване на дейности с отпадъци”, или
2. комплексно разрешително по чл. 117, ал. 1 от Закона за опазване на околната среда
(ЗООС), наричано по-нататък “комплексно разрешително”.
(2) В програмата за управление на дейностите по отпадъците по чл.29, ал.1, т.2 от ЗУО, която се прилага към заявлението за издаване на разрешение за извършване на дейности с отпадъци или в заявлението за издаване на комплексно разрешително се:
1. представя подробно описание на площадката, на която ще бъде разположено съоръжението или инсталацията за оползотворяване и обезвреждане на отпадъци, като се посочват геоложките, хидрогеоложките и хидроложките характеристики на терена;
2. посочват мерките за предотвратяване или за ограничаване на замърсяването на компонентите на околната среда, включително и изисканите с решението по оценка на въздействието върху околната среда (ОВОС), издадено по реда на глава шеста, раздел III от ЗООС.
3. представя план за собствен мониторинг, който по отношение на депата за отпадъци се изготвя съгласно приложение №3. | Translation - English

on the conditions and requirements for setting up and operation of landfill sites and of other facilities and plants for recovery and disposal of waste

Chapter One
GENERAL PROVISIONS
Article 1
This Ordinance shall set the conditions and requirements for setting up and operation of:
1. landfill sites where municipal, building, industrial and/or hazardous waste is deposited, hereinafter called "landfill sites";
2. other facilities and plants for recovery and disposal of waste.
Article 2
This Ordinance shall not apply to:
1. the spreading of sludges and other suitable waste on the soil for the purposes of fertilization or improvement of its qualities, including:
a) sewage sludges;
b) sludges resulting from dredging operations;
2. the use of inert waste in redevelopment/restoration, filling-in work or for construction purposes (construction, reconstruction, rehabilitation and recultivation) in landfill sites and other sites;
3. the deposit of non-hazardous dredging sludges:
a) alongside waterways from where they have been dredged out;
b) in surface water including the bed and its sub soil;
4. the deposit of waste resulting from prospecting and extraction, treatment, and storage of mineral resources as well as from the operation of quarries and mines;
5. plants for incineration of waste.
Article 3
(1) In order to carry out the operations of recovery or disposal of waste, the following shall be required:
1. a permit for carrying out waste operations under Article 37 of the Waste Management Act (the “WMA”), hereinafter called a “permit for carrying out waste operations”, or
2. a complex permit under Article 117, para. 1 of the Environmental Protection Act (the “EPA”), hereinafter called a “complex permit”.
(2) The program for management of waste operations under Article 29, para. 1, sub-para. 2 of the WMA, enclosed with the request form for issue of a permit for carrying out waste operations or with the request form for issue of a complex permit:
1. shall set out in detail the site where the facility or plant for recovery and disposal of waste will be situated specifying the geological, hydrogeological and hydrological characteristics of the terrain;
2. shall indicate the measures for prevention or abatement of pollution to the components of the environment, including the ones required by the decision on the environmental impact assessment (the “EIA”) issued under the terms and procedures of Chapter Six, Section III of the EPA.

Emissions trading
The European Union Emission Trading Scheme (ETS) is a new innovative scheme to help fight climate change. Global warming is a threat to us all, but through ETS, Europe can reduce the amount of greenhouse gases it emits.
Since 2005, all EU Member States have taken part in a new commercial approach to combating climate change. The ETS is the biggest multi-national environmental trading scheme in the world. It is also a big part of European Union climate change policy.
The policy is all about taking more responsibility for what we put into the environment. ETS is a vital mechanism to implement Europe’s commitments under the Kyoto agreement, the global climate change initiative sponsored by the United Nations.
Reducing emissions
In its first phase, from 2005-2007, the ETS aims to reduce the vast levels of CO2 emissions that come from some 12 000 industrial installations around Europe – mostly the energy and big industrial sectors. That means ETS covers almost 50% of CO2 emissions in the EU.
The approach is simple. Each company, as a source of emissions, is allocated an ‘allowance’ of CO2 that it can emit. This amount is established under the national plans for each participating country and will, by the way, be reduced over time.
If a company is going to emit more than its allowance, it must buy extra ‘carbon credits’ from another enterprise, which has emitted less than its own allowance. So, companies investing in emissions reduction are free to sell their excess credit and make money. In my first year, 362 million tonnes of CO2 credits were traded in a market worth 7.2 billion euro.
Increasing participation
In my next phase, from 2008-2012, I will include other greenhouse gases and industrial sectors, like civil aviation. The essential next step must be an ambitious global regime to fight climate change with participation by all major emitters.

Европейската схема за търговия с емисии на парникови газове е нов иновационен подход в борбата с изменението на климата. Глобалното затопляне е заплаха за всички нас, но посредством тази схема Европа може да намали количеството парникови газове, отделяни в атмосферата.
От 2005 г. насам всички държави-членки на ЕС участват в новия търговски подход в борбата с изменението на климата. Тази схема представлява най-голямата мултинационална схема за търговия в света, имаща за цел опазване на околната среда. Също така, тя формира голяма част от политиката на Европейския съюз по отношение на борбата с изменението на климата.
Тази политика е насочена към поемането на по-голяма отговорност относно онова, което се изпуска в околната среда. Схемата за търговия е основният механизъм за изпълнение на ангажиментите на Европейския съюз по Протокола от Киото - инициативата на Организацията на обединените нации за борба с глобалното изменение на климата.
Намаляване на емисиите
Първоначално, в периода 2005-2007 г. схемата за търговия с емисии цели намаляване на високите равнища на емисии на CO2, отделяни от около 12 000 промишлени инсталации на територията на Европа, предимно от сферата на енергетиката и тежката промишленост. Това означава, че тази схема обхваща почти 50% от емисиите на CO2 в Европейския съюз.
Подходът не е сложен. За всяка компания - източник на емисии се определя ‘квота’ от емисии на CO2, които тя може да отдели. Това количество се определя съгласно националния план на всяка страна - участничка и се намалява с течение на времето.
Ако дадена компания изпуска повече от определената квота емисии, тя трябва да закупи допълнителни ‘въглеродни кредити’ от друга компания, изпуснала по-малко от определената й квота емисии. По този начин компаниите, които правят инвестиции с цел намаляване на емисиите, могат свободно да продават своите излишни кредити и да печелят от това. За първата година бяха продадени 362 милиона тона CO2 кредити в пазар на стойност 7.2 милиарда евро.
Засилване на участието
За следващия период 2008-2012 г. ще бъдат включени и други парникови газове и сектори на промишлеността като гражданската авиация. Следващата важна стъпка трябва да бъде разработването на амбициозен глобален режим за борба с изменението на климата с участието на всички заинтересовани лица.
