It may be an offence for a landlord to let property so that it becomes overcrowded.
Houses and flats should be large enough to safely accommodate the number of people living there.
No more than two persons (and a baby under 1 years old) should have to sleep in any room. People over the age of 10 should not have to share with other persons of the opposite sex.
Diseases such as TB (Tuberculosis) are easily spread in overcrowded properties, adequate hygiene is more difficult to achieve, and mental health can suffer.

किसी मकानमालिक का अपनी संपत्ति को इस तरह किराये पर देना अपराध माना जा सकता है अगर वह संपत्ति अतिसंकुल हो जाएगा।
मकान और फ्लेट को इतना बडा होना जरूरी है जितना कि उनमे रहने वाले लोग सुरक्षित रूप से रह सके।
किसी एक कमरे मे दो से अधिक लोगों को (और एक साल से कम आयु के बच्चे को) सोने पर मजबूर नही किया जाना चाहिए। 10 साल से अधिक आयु के लोगों को विरोधी लिंग के लोगों के साथ एक ही कमरे मे रहने पर मजबूर नही किया जाना चाहिए।
अतिसंकुल संपत्ति मे क्षय जैसे रोग आसानी से फैल सकते है, उचित स्वास्थ्यव्रत्त बनाए रखना ज्यादा कठिन है, और मानसिक स्वास्थ्य को हानि पहुँच सकता है।
