The Concept of Federalism and the Iraqi Pre-Emption Doctrine
According to Black's Law Dictionary, “federalism” is a neutral term referring to the “interrelationships among [decentralized] states and [the] relationship between [such] states and the federal [central] government.” In other words, federalism is a form of political organization in which government powers are shared simultaneously by a national central government and quasi-sovereign states, provinces, or regions in the same country. Federalism retains decentralized regional powers and local traditions with a central government that typically regulates such common activities as national defense and foreign policy. Federalism is conducive for economic development, because free markets are decentralized mechanisms that facilitate the exchange of goods and services in accordance with supply and-demand considerations.
The pre-emption doctrine in any federalist system applies whenever federal and state, provincial, or regional governments share concurrent authority over a particular subject matter. This doctrine generally provides — consistent with the so-called “supremacy clause” of the constitution governing the federation — that all sources of federal law, including the constitution, federal legislation, and international treaties, shall constitute the “supreme law of the land”. Therefore, federal law usually supersedes or “pre-empts” all conflicting state, provincial, or regional laws. Federal governments typically flesh out the contours of the pre-emption doctrine at the legislative level through the enactment of federal laws and the ratification of treaties.

"فیدرالیسم" له قامووسی یاسایی Black دا وشهیهکی بێ لایهنه که به واتای "پێوهندی دوولایهنهی نێوان وڵاتان [ی یهکگرتوو بهڵام له ههمان کاتدا سهربهخۆ] و پێوهندی نێوان [ئهم] وڵاتانهو دهوڵهتی [ناوهندی] فیدراڵ"ه. به واتایهکی تر، فیدرالیسم جۆرێ پێکهاتهی سیاسییه که تێیدا دهسهڵاتهکانی دهوڵهت به شێوهی هاوکات لهگهڵ دهوڵهتێکی ناوهندی نیشتمانی و ویلایهتهکان، پارێزگاکان یان ناوچه نیوه سهربهخۆوهکانی وڵات دابهش کراوه. فیدرالیسم پارێزهری نهریته خۆجێیهکان و دهسهڵاته ناوچهییه دێسهنترالهکانه، ئهوهش له رێگای حکوومهتێکی ناوهندییهوه که به جۆرێ ئهم چالاکیه ئاساییانه وهک بهرگری نیشتمانی یان سیاسهتی دهرهکی رێکدهخات. فیدرالیسم بۆ پهرهپێدانی ئابووری بهقازانجه لهبهر ئهوهی که بازاڕه ئازادهکان ههندێ میکانیزمی دێسهنترالن که به لهبهرچاو گرتنی رادهی پێشکهشکاری و داواکاری گۆڕینهوهی کهلوپهل و خزمهتگوزاریهکان هاسان دهکهنهوه.

Loading a Chip
1. Before loading chips, write the chip number on each chip, according to the numbering scheme on the chip worksheet (13 samples are associated with each numbered chip). Samples should be loaded into the corresponding wells of the appropriate chip, according to the worksheet. Refer to the Instructions for Use of Chip Devices for details on running chips.
2. XYZ Software: After placing the chip on the analyzer, select Start.
3. OPQ Software: Type the chip number in the File Prefix field on the Start dialog box.
4. Click Start.
IMPORTANT: The correct chip number must be entered in the File Prefix field. Be careful not to enter spacing either before or after the chip number.
Chip QC
Once chips are run on the analyzer, the chip data automatically exports encrypted data from the analyzer to the ABC Software via a secure Internet connection. Use the following procedure to QC a chip.
IMPORTANT: Before generating reports or building libraries, check all data for quality on the QC screen.
1. Click QC Chip on the Home page, or select Chips & QC > List from the ABC menu bar on the Home page.
2. On the Waiting for QC tab, select the chip name.
In the QC page, two sample graphs for each of the 13 samples will display. The quality of each sample is checked by examining the raw and the normalized graph.
• Raw signal: shows the unprocessed curve with high and low markers.
• Normalized curve: shows the processed curve with the high and low markers removed.
3. If a chip is not listed in the Chips Waiting for QC tab, use the Unlinked Chips tab.

بارگذاری چیپ (تراشه)
1. قبل از بارگذاری چیپ ها، شماره چیپ را مطابق با الگوی شماره گذاری موجود در کاربرگ چیپ بر روی چیپ بنویسید (13 نمونه به هر چیپ شماره گذاری شده نسبت داده شده است). نمونه ها باید در چاهک های متناظر با چیپ مناسب و مطابق با کاربرگ چیپ قرار داده شوند. برای کسب اطلاعات بیشتر درباره اجرای چیپ ها، به دستورالعمل های استفاده از ابزارهای مجهز به چیپ مراجعه فرمایید.

کنترل کیفیت چیپ
وقتی چیپ ها روی آنالیزور اجرا می شوند، داده های مربوط به چیپ بطور خودکار به صورت داده های رمزگذاری شده از طریق اتصال اینترنت مطمئن از آنالیزور به نرم افزار ABC ارسال می شوند. برای کنترل کیفیت چیپ از روش زیر استفاده کنید.
مهم: قبل از تهیه گزارش یا تشکیل کتابخانه، کیفیت تمامی داده ها را روی صفحه کنترل کیفیت (QC) کنترل نمایید.
1. در صفحه اصلی نرم افزار بر روی گزینه QC Chip (چیپ کنترل کیفیت) کلیک کنید یا از نوار منوی ABC در صفحه اصلی مسیر Chips & QC > List (چیپ ها و کنترل کیفیت > فهرست) را انتخاب نمایید.
2. در برگه Waiting for QC (انتظار برای کنترل کیفیت)، نام چیپ را انتخاب نمایید.
در صفحه QC (کنترل کیفیت)، برای هر کدام از 13 نمونه دو تصویر ساده نمایش داده می شود. کیفیت هر نمونه از طریق بررسی نمودار خام و نمودار نرمال شده کنترل می گردد.
• Raw signal (سیگنال خام): منحنی پردازش نشده را با مارکرهای بالا و پایین نشان می دهد.
• Normalized curve (نمودار نرمال شده): منحنی پردازش شده را با حذف مارکرهای بالا و پایین نشان می دهد.
3. چنانچه نام یک چیپ در فهرست برگه Waiting for QC (انتظار برای کنترل کیفیت) وجود نداشته باشد، از برگه Unlinked Chips (چیپ های لینک داده نشده) استفاده کنید.

While the formal languages of Iraq and Iran are Arabic and Farsi respectively, Kurdish Sorani is a language widely spoken in both Iran and Iraq.
