Source text - Serbian Pošto imamo video, kao medij kome je potreno VREME da bi bio percipiran, doživljen i shvćen njegov sadržaj kao umetnička forma, ako video raščlanimo na njegove sastavne delove, videćemo da se zapravo pokretne slike sastoje od sličica, FRAMEOVA, koji u pravom trenutku otrgnuti od celine(Video rada), imaju sposobnost da dešifruju radnju Videa, čijeg su integralni deo. Kao takvi Frameovi mogu da budu štampani i mogu da postanu narativ za oređenu stranicu 12-to mesečnog kalendara. Da sublimiraju formu grafike i da nešto što je najčešće vezano za kontekst vremenskog, bude smešteno u kontekst prostornog, objedinjujući ova dva medija. ŠTAMPANI(statički) i VIDEO(pokretni). Translation - English Since we have video, as a medium that requires TIME to be perceived, experienced and comprehended as an artistic form, if we disassemble that video in its integral parts, we can see that motion pictures ,in fact, are composed of a large number of photographes, FRAMES, which, extracted from the whole (a video) at the right moment in time, have the ability to decipher the plot of the video whose integral parts they are. Frames, as such, can be printed and become a narative of one of 12 monthly pages of a calendar. They can sublime the form of graphics and place an item, most commonly related to the context of time, to the context of space, thus uniting the two media – PRINTED (static) and VIDEO (kinetic). A frame extracted in such a way, so called FRAME OFF, keeps its basic function, explaining a period of time flux, but changing its form, even elevating it to the level of an independant, visually active graphic item.

Source text - English A major part of a neighborhood feeling is the small stores that give service to the community, the local barber, the butcher, the grocery store, the kiosk, and small local manufacturers where people meet, where the grocer know everyone, where daily local and global are discussed with unconcerned enthusiasm. In our corporate globalized world, this phenomenon of the neighborhood is disappearing. The people still live in the same places but local production that ensued from and responded to the needs and character of the local people has almost vanished and in a world where “time is money”, it is more comfortable to go once a month to a big supermarket where the variety is bigger and prices lower, chuck everything in the car and drive home, kilometers away.
Without diminishing the comfort of today’s living, this project will promote and develop the neighborhood by placing works of art in these small stores, especially in smaller cities around Europe. This will emphasize the function of these stores as meeting places, as places for interaction. We will to encourage artists to address the location and the people around it as well as introducing contemporary art to people in these locations and exposing them to its ability to communicate.
Translation - Serbian Ono što u najvećoj meri stvara osećaj komšiluka jesu male radnje koje opslužuju zajednicu, lokalni berbernica, kasapnica, bakalnica, trafika i male lokalne radionice gde se ljudi sreću, gde bakalin poznaje svakoga, gde se o lokalnim i globalnim temama svakodnevno diskutuje sa bezbrižnim entuzijazmom. U našem korporativnom globalizovanom svetu, fenomen komšiluka polako nestaje. Ljudi i dalje žive na istim mestima, ali je lokalna proizvodnja, koja je proisticala iz karaktera lokalnog stanovništva i podmirivala njegove potrebe, skoro potpuno iščezla, a u svetu u kome je vreme novac, udobnije je jednom mesečno otići u veliki supermarket gde je izbor robe veći, a cene niže, potrpati sve u kola i odvesti se kući, kilometrima daleko odatle.

Source text - English When Is The Right Time to Move to a Dedicated Server?
The right time to move to a dedicated server often isn't that obvious. Essentially, when a shared environment is no longer providing the performance the services, or the options that your website needs, you're going to start looking for alternatives. The option of a dedicated server is at some point going to come up, but you don't know if your site really needs it. So, here's a few pointers to consider to help you make up your mind.
Performance
If you pay premium rates for your shared server hosting, then you might well be getting superb results despite heavy traffic. If this is the case, then performance is not going to be so big an issue for you. However, if this isn't the case, a reasonable understanding of your site's traffic levels will be important in determining the potential value of switching to a dedicated server.
The point at which traffic becomes an issue for a site depends a great deal on what the site delivers. If it's a static site (meaning it has no database content) that is mostly text, then even tens of thousands of daily visitors might not have a noticeable impact on the site. However, if the content is image heavy, or contains Flash or other multimedia, or perhaps requires a lot of database activity (because of forums for instance), then the impact of traffic on the site is going to be considerably greater.
At the simplest level, performance problems will manifest themselves by your site beginning to slow down, causing long waits for visitors while pages load. Some visitors might begin to see error messages from the database because there are too many requests. In the worst cases, pages won't be served at all because the server is simply overloaded. Monitoring error logs will give you an indication that these things are happening, but you should also try visiting your site at peak traffic times and try to navigate around. If there are problems, you'll see them.
If your site is struggling with download times and errors even when its traffic is low, it might indicate that it's the mix of sites hosted on the server that's the problem. As stated previously, in a shared hosting environment, all sites on the server will be affecting each other. If the mix on your particular server includes a number of high-demand sites, this might be the cause of your site's poor performance. You should discuss this possibility with your host, to see if there's anything they can do about it.
If your site uses PHP or CGI code, it's important to eliminate the possibility of inefficient or buggy code being the cause of performance degradation, because a dedicated server won't do anything solve this problem.
Security
Importantly, security is much improved when you use a dedicated server. If one of the sites on a shared server gets hacked, then there is a fair chance that all of the sites on the shared server could get hacked. If one of the sites has a serious flaw, then all of the sites on the server are at risk.
This can be a double edged sword. You're more in control of a dedicated server, so the responsibility for security is yours. You can set up servers to automatically update themselves with new security patches released by software vendors, and this is a very good idea. But you should also make sure that your own code is kept up to date. Bear in mind that CGI, PHP and ASP codes and scripts are all vulnerable to attack, and should be maintained for security.
Server Options
One of the most common issues that developing websites come up against is discovering that their current webhost doesn't allow the server options that they want.
This is an issue that the PC Technology Guide came across. If you're not familiar with it, the .htaccess file is a simple text file that allows a webmaster to give the Apache server a number of useful directives for a particular website. This can be anything from language and encoding settings to blocking access to certain files or folders, or even perhaps blocking certain browsers from a site. This ability to block browsers might seem odd, but it is actually very useful, because it can help to keep out web trawlers and spiders that consume site bandwidth in a very unfriendly way. These are known by name, so the solution is relatively simple: block them using a list of names in a directive in the .htaccess file.
The problem is that this can only be achieved if the Apache server has been set up to read the .htaccess file, which they almost always are, and the Apache mod_rewrite module has been installed and enabled... and it often is not. When a webmaster tries to use it and it is not enabled, the site will throw a server error on all pages. The host, when contacted, will apologise and explain that the mod_rewrite engine is not available, and when asked will confirm that unfortunately it will not be made available in the foreseeable future. The webmaster is left frustrated.
Of course a simple solution in this case is to move to another host that does provide this option, but sometimes there are a number of needs that are perhaps not standard to shared hosting options - for instance, the PC Technology Guide also wanted PHP5. This is when a dedicated server comes into its own, because the machine is your own, and you can set it up how you want. If there is a feature you want, you can have it. If there is a piece of software that you want to install, you can install it.
A word of warning, this comes with all the risks inherent in installing new software on any computer. You need to be confident and prepared to handle any technical issues that come up with your server, unless you opt for managed hosting, discussed later in this article.
Server Resources
A dedicated server is generally leased, not bought, but to all intents and purposes it's a whole PC and it's yours. If you want more RAM, you can have more RAM. If you want a faster CPU, you can have a faster CPU. This kind of control means that your server is much more scalable for your site. Of course this kind of maintenance might mean temporary downtime for your site, and it will certainly involve some expense, but it is still very useful to know that as your site grows you can beef up the server to keep pace.
Sites that offer up a lot of large files, or have a huge number of pages, may run into space issues when in a shared server environment. However, this reason alone is almost always a poor reason to move to a dedicated server. It is likely to be far more economical to buy extra space for a shared account, especially if traffic demands are being coped with. A dedicated server can give you Gigabytes of space for your website, of course, but unless you really need that much space, or you have other considerations, it's probably better to consider simply improving your shared hosting.

Pravo vreme za prelazak na namenski server često nije toliko očigledno. Problemi sa performansom će se manifestovati na najjednostavniji način kada vaš sajt počne da usporava, što će za posledicu imati dugo čekanje prilikom učitavanja stranica. Neki posetioci bi iz baze podataka mogli da dobiju poruke koje ukazuju na grešku zbog prevelikog broja zahteva. U najgorem slučaju, stranice se uopšte neće učitavati jer je server jednostavno preopterećen. Zapisi o nadgledanju grešaka će vam pokazati kad se ovako nešto desi, ali i sami bi trebalo da posetite svoj sajt u vreme kada je na njemu promet najveći i pokušate da njime malo prokrstarite.Ukoliko problemi postoje, već ćete ih videti.
Ukoliko na vašem sajtu postoje problemi sa brzinom i greškama prilikom preuzimanja informacija sa njega čak i kada je promet mali, moguće je problem potiče od drugih sajtova koji se nalaze na deljenom serveru. Kao što je već rečeno, u okruženju deljenog hostovanja, svi sajtovi koji se nalaze na istom serveru utiču jedni na druge. Ukoliko na vašem serveru ima više zahtevnih sajtova, to bi mogao biti uzrok slabe performanse vašeg sajta. Trebalo bi o tome da popričate sa svojim domaćinom i vidite mogu li oni da učine išta po tom pitanju.
Ako vaš sajt koristi PHP ili CGI kôd, važno je da otklonite mogućnost da neefikasan ili kôd sa greškom bude uzrok pogoršavanja performanse, zato što namenski server neće rešiti problem te vrste.
Bezbednost
Bitno je reći da se bezbednost u mnogome poboljšava kada se koristi namenski server. Ako je jedan od sajtova na deljenom serveru „uhakovan”, dobre su šanse da će se isto dogoditi i sa ostalim sajtovima. Ako jedan od sajtova ima neki ozbiljniji nedostatak, i svi ostali su pod rizikom.
Ovo može biti mač sa dve oštrice. Kod namenskog servera imate veću kontrolu, ali je i odgovornost po pitanju bezbednosti vaša. Možete podesiti server da se automatski ažurira kad god prodavci softvera izbace nove ispravke bezbednosnih kodova, to je čak preporučljivo. Ali bi takođe trebalo da povedete računa da se vaš lični kôd redovno ažurira. Imajte na umu da su CGI, PHP i ASP kodovi i skriptovi osetljivi na napade i treba ih održavati zarad lične sigurnosti.
Serverske opcije

Serverski resursi
Namenski server se uglavnom iznajmljuje, ne kupuje se, ali u koje god svrhe da ga koristite, to je čitav jedan PC računar i vaš je. Ukoliko želite više RAM memorije, možete je imati. Isto važi i za bržu centralnu procesorsku jedinicu. Ovakva vrsta kontrole znači da se vaš server može bolje prilagoditi potrebama vašeg sajta. Naravno, ova vrsta održavanja može da znači i povremene prekide rada vašeg sajta, što svakako podrazumeva izvesne troškove, ali ipak je veoma korisno znati da možete da pojačavate svoj server u korak sa proširenjem vašeg sajta.
Sajtovi koji nude mnogo velikih datoteka ili imaju veliki broj stranica, mogu zapasti u probleme sa prostorom ako se nalaze u okruženju deljenog servera. Međutim, samo ovo gotovo nikad nije dovoljan razlog za prelazak na namenski server. Verovatno je mnogo isplativije kupiti dodatni prostor preko deljenog naloga, pogotovo ako izlazite na kraj sa zahtevima prometa. Namenski server vam, naravno, može obezbediti gigabajte prostora na vašem sajtu, ali ukoliko vam zaista ne treba toliki prostor, ili nemate nekih drugih razmatranja, verovatno je bolje da jednostavno razmislite poboljšanju vašeg deljenog hostovanja.

GIS je projektovan tako da omogućuje digitalno obuhvatanje i redigovanje, memorisanje i reorganizaciju, modeliranje i analizu, kao i alfanumeričko i grafičko prikazivanje prostornih podataka. Zahvaljujući činjenici da je reč o tehnologiji koja je namenjena upravljanju prostorno orijentisanim podacima, određene geografske podatke moguće je efikasno obraditi i povezati sa podacima i korisničkim atributima koji su predmet nekog istraživanja. Sve to stvara odličnu osnovu za efikasno vrednovanje i ocenjivanje određene oblasti.
Polazeći od činjenice da se GIS kontinuirano širi i usavršava, on se danas može primeniti u raznovrsnim oblastima u kojima se barata sa informacijama vezanim za prostor kao i u procesu donošenja nekih odluka vezanih za njih. (www.gis.com)
Geomarketing je novina u oblasti marketinga koja omogućuje optimizaciju tržišta putem prostorne analize (Senić, 2009). Olakšava započinjanje novog ili unapređenje već postojećeg posla. Podrazumeva korišćenje GIS-a sa ciljem pribavljanja odgovora na brojna pitanja i zahteve koji potiču iz oblasti marketinga, prodaje i pružanja usluga. Zahvaljujući tome što kombinuje geografske podatke i druge vrste informacija (imena, klasifikacije, adrese, itd.) omogućeno je generisanje raznovrsnih vizuelnih mapa i izveštaja. U pitanju je sistem koji često i nije baš tako lako shvatljiv, jer se može videti na brojnim nivoima i znači različite stvari različitim ljudima. Nekim ljudima, GIS je softver koji se koristi za unošenje, čuvanje, manipulaciju, analizu i prikaz prostorno orijentisanih podataka, dok za druge ljude GIS može da bude filozofija, način donošenja odluka unutar neke organizacije.
Iskustvo i teorija pokazuju da su podaci najvredniji deo GIS-a. U sistemima koji se bave pružanjem usluga od važnosti su podaci koji mogu prerasti u korisnu informaciju, a ujedno se i prostorno-geografski definisati. Moguće je koristiti kako zvanične podatke, kao što su npr. rezultati popisa stanovništva, tako i interne podatke, npr. broj potraživanih usluga po pojedinačnim korisnicima, po kategorijama i sl, a koji se mogu georeferencirati. Rezultati primenjene tehnologije su zonirani prikazi na osnovu kojih se mogu uraditi efikasne analize korisnika, tržišta, prodaje kao i dobiti odgovori na brojna pitanja kao što su:
1. Kakva je prostorna rasprostranjenost klijenata / kupaca / korisnika?
2. Koji su i gde se nalaze segmenti korisnika sa najvećim potencijalom?
3. Da li su pošte dobro locirane u odnosu na rasprostranjenost korisnika?
4. Koja je najbolja lokacija za novo prodajno mesto?
5. Koliko se domaćinstava nalazi u području koje gravitira novoj lokaciji?
6. Kakva je kupovna moć tih domaćinstava?
7. Gde su locirani konkurenti?
8. Gde su locirana prodajna mesta konkurenata?
9. Kako je raspoređeno tržišno učešće kompanije i konkurenata?
10. Kakva je i kolika razlika između procenjenog potencijala i postignutih rezultata prodajnog osoblja?
11. Da li su odabrani kanali dostave ili kurirske službe adekvatni za efikasno opsluživanje tržišta?
Na mapu oblasti čiji se potencijali žele ispitati unose se podaci o infrastrukturi, konkurentskim kompanijama, blizini poslovnih centara, starosnoj i klasnoj strukturi stanovništva, gustini naseljenosti, trenutnoj potražnji određnih vrsta usluga... odnosno sve ono što može dati neku smernicu za posmatranu delatnost.
Za ovakav vid marketinga, najvažnije je imati dobru i ažurnu bazu podataka kako bi rezultati bili što verodostojniji. Rezultat dobre baze su informacije o tome koji posao je tu moguće uspešno započeti, ili za već postojeće kompanije i usluge koji vid marketinga je najpogodniji za datu oblast.

GIS was designed to allow digital coverage and editing, storage and re-organization, modeling and analysis, as well as alphanumeric and graphic display of spatial data. Due to the fact that this technology is designed for spatial oriented data management, it is possible to process certain geographic data effectively and to connect them with data and user attributes that are the subject of a research. This all together creates an excellent basis for effective evaluation and estimation of a certain area.
Starting with the fact that GIS is being continually expanded and improved, nowadays it can be applied in various fields which operate with spatial data and in decision making process realted to them. (www.gis.com)

Geomarketing is a novelty in marketing field which allows optimization of the market via spatial analysis. (Senić, 2009). It facilitates starting a new or improving an already existing business. It implies using GIS with the aim of obtaining answers to numerous questions and requests from the field of marketing, sale and provision of services. Due to the fact that it combines geographic data with other kinds of information (names, classifications, addresses etc.), generating of various visual maps and reports is now possible. It is a system which often is not that easy to comprehend, because it can be seen on numerous levels and has different meanings to different people. For some, GIS is a software used for entering, storing, handling, analysis and display of spatial oriented data, while for the others it could be a philosophy, a way of decision making within an organization.
Experience and theory show that data are the most valuable part of GIS. In service providing systems, those data that can become a useful information are relevant and they can be spatially and geographically defined at the same time. It is possible to use both official data, such as, for example, census of population results, and internal data, for example number of requested services per individual customers, per categories etc., which can be georeferenced. The results of the applied technology are zoned presentations on the basis of which efficient analyses of customers, market and sale can be made, as well as obtain answers to numerous questions such as:
1. What is the spatial distribution of clients / customers / users?
2. What and where are the segments of users with the greatest potential?
3.Are the post offices well located in relation to the distribution of users?
4.Which is the best location for a new sales oulet?
5. How many households are there in the area that gravitates towards the new location?
6. What is the purchasing power of these households?
7. Where is the competition located?
8. Where are the competition sales oulets located?
9. How is the market participation of the company and competition distributed?
10. What is the difference between the estimated potential and the achieved results of the sales staff?
11. Are the selected channels of delivery or courier service adequate for the efficient servicing of the market?
The data about infrastructure, competition companies, nearness of business centres, age and class structure of the population, population density, current demand for certain sorts of services, i.e. all that can serve as a guideline for the observed business activity is entered on the map of the area whose potentials are to be examined .
For this type of marketing, it is most important to have a solid and updated database so that the results could be as reliable as possible. The result of a solid database are information about the type of business that could be successfully started there, or for the existing companies and services which type of marketing is most suitable in that area.

Представљене су одредбе трећег закона о православној цркви у Србији донетог на таласу промена изазваних рушењем уставобранитеља и династије Карађорђевића и поновним доласком на власт кнеза Милоша и његовог сина Михаила. Систематски мењајући комплетно правно наслеђе претходника и настојећи да све секторе друштвеног живота усагласе са својим начином владања, прво су променили врховног поглавара Српске цркве, а затим приступили измени црквеног закона из 1847. године за који су историчари и каноничари потврдили да је омогућавао слободан развитак верског живота и елиминисао дотадашњу регулативну функцију државе. Високообразовани и политички надарени нови врховни поглавар уложио је огроман труд да текст закона буде формулисан на начин да обезбеди развитак Цркве и њено утемељење у канонски поредак, али је доминантни владар наметнуо решења из којих произлази готово свеобухватна подчињеност вољи државе и маргинализовање изворних епископских надлежности. Епархијску конзисторију сачињавали су само свештеници, Апелаторијску епископ као председник и одређен број свештених лица, а Архијерејски сабор искључиво епископи. Конзисторијалне званичнике потврђивао је кнез указом, а права и дужности остваривали су на основу закона предвиђеног за чиновнике. Одлуке Архијерејског сабора, као највише црквене власти, постајале су пуноважне после потписа министра просвете и црквених дела или сагласности државног правитељства. Нови закон представљао је значајан корак назад у односу на достигнути положај Цркве и наговестио је драматичне догађаје 1882. године проистекле из одлуке краља Милана и напредњачке владе да декретом смене митрополита и комплетну црквену јерархију.
Translation - English THE LAW OF ORTHODOX CHURCH AUTHORITIES FROM 1862
– THE THIRD LAW OF ORTHODOX CHURCH IN SERBIA
The provisions of the Third Law of Orthodox Church in Serbia, enacted in the time of changes caused by the downfall of the Constitutionalists and the Karađoređević dynasty and the return of Prince Miloš and his son Mihailo to the throne, were presented. Systematically changing the entire legal heritage of their predecessors and striving to harmonize all public sectors with their way of ruling, they firstly changed the supreme leader of the Serbian Orthodox Church, and then started to change the Church Law from 1847, which was confirmed by historians and canonicists for granting unbound flourishing of religious life and eliminating former regulative function of the State. The new supreme leader, who was highly educated and politically gifted, put great effort into formulating the text of the Law in such a manner as to allow the development of the Church and its establishment in the canonical order, but the domineering ruler imposed the solutions that made the Church almost entirely subordinate to the State and marginalized the original Archbishop’s jurisdiction. The Eparchial Consistory was formed exclusively of clergymen; the Appellation Consistory was preceded by the Archbishop and included a number of clergymen while the Holy Assembly of Bishops was formed exclusively of Archbishops. The Prince affirmed the consistorial officials by a decree and their rights and duties were regulated according to the law which concerned clerical workers. The decisions of the Holy Assembly of Bishops, as the supreme church authority, were considered lawful only after the Minister of Education and Church Affairs had signed them or the state government approved of them. The new Law represented a significant backward step in comparison with the achieved position of the Church and foreshadowed the dramatic occurrences from 1882 provoked by the decision made by King Milan and his Progressive government to remove the Metropolitan and the entire Church hierarchy by a decree.

A distance there is...
None, save me and the bodkin - pitter-patter on the roof:
Behold! - 'tis not the rain; thence me it has to be -
I will not drink thy vintage wine, my dear;
Thou hast heed'd that I am of innocence, yet thou let'st thy lass into peril
-
Thou let'st me be parched;
My heart is of frailty, my pale skin is hued damask.
When thou thy tears hast hidden, Come back!, thou sayest -
There I soon am to be - but how am I to run when my bones, my heart!
Thou hast me bereaft! -
But run thou sayest; I run -
And there and then I behold that a time will come when I again dead will be.
Thou tell'st me to leave without delay -
I leave with my bodkin and my tears in my hands;
Lo! - the shadows, the sky - descending;
So by a dint of smite I gait ere I run and melt together with dusk.
In my mind in which is this event,
But it seems as if naught is to change anyway?!
After all these years thou left'st me down in the emotional depths -
The sombre soaked velvet-drape is hung upon me,
Turning my feelings away from our so ignorant world:
All the beatiful moments shared, deliberatlely push'd aside -

Zoveš me da uđem i sklonim se sa kiše –
Ali stojiš nepomičan; i ja sam zarobljena –
...daljina je među nama.
I nema nikoga – samo ja i moje sečivo –
Kao da kiša dobuje po krovu;
Ali pogledaj! – kiše nema: samo ja sam to
Neću te kao staro vino ispiti, mili
Ti, koji si čuvao moju čednost
Ipak dragu svoju u propast šalješ –
I puštaš me da izgaram
Slabo srce greh mi nagriza
Bledu put rumen obliva
Sakrivši suze zoveš me da se vratim –
Da tu kraj tebe ponovo budem – ali kako
Kad si me od tela smrtnog rastavio
Srce mi od grudi otrgnuo –
Ali ti me dozivaš – i ja žurim, i ja hitam –
I vidim tada da vreme će doći
