Heel Europa heeft er mee te maken, maar Italië lijkt koploper te worden: ontgroening en vergrijzing zullen de bevolkingssamenstelling ingrijpend wijzigen.

De feiten en verwachtingen voor Europa als geheel en Italië in het bijzonder wijzen op twee zeer duidelijke tendensen: steeds minder kinderen gemiddeld per vrouw (ontgroening) en een steeds hogere levensverwachting (vergrijzing).
Die combinatie leidt tot een verhouding oud/niet oud in Italië die verschuift van 27% in 2000 naar 65% in 2050. De OECD laat voor de OECD-landen gemiddeld verhoudingspercentages zien van 21% in 2000 en 27% in 2050.
Wat betekenen die kale cijfers voor de Italianen? Waar nu het pensioen van elke bejaarde in het omslagsysteem door 3 'niet ouderen' opgebracht kan worden, zal in de toekomst elke 'niet oudere' voor het pensioen van twee ouderen moeten zorgen. Kortom: een zesvoudige verzwaring van de pensioenlasten. Waar nu via de belastingen ongeveer 30% van het loon van de werkenden betaald moet worden om de pensioenuitgaven voor de gepensioneerden te dekken, zal dat straks in 2050 6 x 30% = 180% moeten zijn.
Het zal duidelijk zijn dat zoiets met normale lonen niet op te brengen valt. Als het al via een opslag op het loon door de werkgevers betaald zou gaan worden, zou elk concurrentievermogen verdwijnen omdat bijna alles te duur zou worden.

De kern van de oplossing is gelegen in het idee dat het inkomen van de gepensioneerden in 2050 uit minstens 2 bronnen zou moeten komen.
Allereerst nog steeds het op basis van een omslagstelsel gefinancieerde staatspensioen waarbij werkenden betalen voor de mensen die datzelfde jaar een pensioenuitkering krijgen. Dat is de 1e pijler van het pensioensysteem.
De tweede pijler wordt gevormd door vóór de pensionering kapitaal te sparen en met rendement te beleggen. Dit zorgt ervoor dat er met een relatief beperkte inleg veel te bereiken valt. Met een inleg van 50 euro per maand en een rendement per jaar van X% heeft iemand van 21 jaar die dit jaar begint, als hij 65 wordt een kapitaal van circa XY euro. En daarmee is een jaarlijkse aanvullende pensioenuitkering te kopen van zo'n YX euro.
Met een dergelijke 2e pijler is het niet erg als het staatspensioen wat minder wordt indien er op een zeker moment te weinig jongeren zijn om de belastingen voor dat staatspensioen op te brengen. Kern van de 2e-pijler-aanpak is dat per sector of regio de vermogens in een fonds gecombineerd worden, waardoor de pensioenvermogens dus los staan van de bedrijven waar de mensen werken. Faillissementen werken zo niet door in het opgebouwde pensioenvermogen. Bovendien kunnen er voordelen worden behaald in het vermogensbeheer zodat er hogere beleggingsrendementen worden behaald tegen lagere kosten.
In het rekenvoorbeeld is die 9% rendement natuurlijk heel belangrijk. Vergeleken met de rente op een individuele bankrekening is het ook onvergelijkbaar hoog. Toch is het een uitermate realistisch percentage, al bieden in het verleden behaalde rendementen geen garantie voor de toekomst. Wij hebben namelijk het gemiddelde rendement genomen dat ons bedrijf, XXX gerealiseerd heeft in de afgelopen 10 jaar voor het pensioenfonds voor de bouwnijverheid in Nederland (huidige omvang: Z miljard).

I dati e le stime riguardanti l’Europa e, nello specifico, l’Italia evidenziano due tendenze piuttosto precise: una media sempre inferiore di figli per donna (diminuzione delle nascite) e l’allungamento delle aspettative di vita (invecchiamento della popolazione). Tale combinazione farà sì che il rapporto vecchi/giovani in Italia passi dal 27% del 2000 al 65% del 2050, mentre le stime dell’OCDE per i paesi membri parlano di una media pari al 21% nel 2000 e al 27% nel 2050.
Che cosa stanno realmente ad indicare le scarne cifre italiane? In pratica, se oggi il sistema contributivo permette che la pensione di ciascun anziano venga pagata da 3 “giovani”, in futuro ogni “giovane” dovrà farsi carico della pensione di due anziani. In breve: i contributi pensionistici aumenteranno di sei volte. Se oggi il fisco scala circa il 30% dallo stipendio di ciascun lavoratore per recuperare la cifra spesa per pagare le pensioni, nel 2050 tale percentuale dovrà crescere fino al 180% (6 x 30%).
È ovvio che un normale dipendente non potrebbe mai permetterselo. Se, invece, a pagare una cifra simile fossero i datori di lavoro tramite un aumento dei salari, nel giro di pochissimo tempo tutto diventerebbe troppo caro, danneggiando irrimediabilmente la competitività del paese.

L’idea di fondo è che i pensionati del 2050 dovranno avere due diversi tipi di entrate. Da un lato la pensione pubblica classica, pilastro dell’intero sistema previdenziale, finanziata attraverso la riscossione dei contributi versati ogni anno dai lavoratori. Dall’altro, la seconda colonna portante del sistema: il capitale risparmiato ed investito negli anni precedenti al pensionamento, in grado di assicurare ottimi risultati anche a fronte di versamenti relativamente piccoli. Per esempio, con un rendimento annuale pari al X%, un ventunenne che da oggi versasse 50 euro al mese, a 65 potrebbe disporre di un capitale di circa XY euro e di una pensione integrativa di YX euro all’anno.
Uno scenario simile rende meno grave la futura diminuzione delle pensioni pubbliche dovuta al fatto che, a un certo punto, non ci saranno più abbastanza giovani per finanziare il sistema previdenziale. Inoltre, il nodo centrale di questo secondo approccio è che gli investimenti fluiscono in fondi divisi per settore o per regione, rendendo il capitale totalmente indipendente dalle aziende ed evitando così che l’eventuale fallimento di una ditta si possa ripercuotere sul programma di accumulo dei singoli lavoratori. Infine, questo sistema consente di gestire il capitale in modo vantaggioso, offrendo rendimenti più alti a costi più bassi.
Nel calcolo preso in esempio il rendimento del X% è fondamentale. È vero che in confronto agli interessi di un conto corrente bancario la cifra può sembrare esagerata ed è anche vero che i risultati ottenuti in passato non sempre offrono garanzie per il futuro, eppure si tratta di una percentuale più che realistica. The XXX Strategie Obligatie uses credit derivatives to invest in two different credit indices: the Dow Jones CDX.NA.IG Index and the iTraxx® Europe Index. The iTraxx® Europe Index and the Dow Jones CDX.NA.IG Index constitute the 125 European (iTraxx®) and North-American (CDX) investment-grade companies most traded in the Credit Default Swaps market. Every six months, these indices are refreshed. Companies that are no longer investment grade, or which are insufficiently liquid or have insufficient outstanding debt are replaced.

All fees and costs have been incorporated in the simulated returns.
Management Fee: x% per annum, calculated on the participation in the Strategy. This participation is equal to the aggregate in EUR of the notional amounts of all long positions in Equity tranches: the Aggregate Equity Notional Amount. On the Issue date, this amount is expected to be equal to around xy%-yx% of the Principal Amount of the Notes. If the Strategy is successful, the participation in the Strategy can grow to a maximum of xyz times the Principal Amount of the Notes.

Credit Default Swaps
If a bank has a bond in its portfolio and wants to transfer the credit risk to a third party without selling the bond, it can enter into a Credit Default Swap with a third party that is willing to assume the credit risk in return for certain periodic payments. The bank is said to be buying protection, whilst the third party is the protection seller. A bank may also trade in credit default swaps without actually having a position in the underlying bonds.
If a Credit Event occurs on the reference entity (the company that has issued the relevant bond) (or, in the case of an asset-backed security, a Credit Event occurs on that asset-backed security), the third party may be obliged to purchase the bond at face value from the bank. The third party can then sell the bond in the market at the market price, which is expected to be lower than face value. The proceeds of sale are called "recovery". The loss that the protection seller incurs (face value minus recovery) is substantially the same as the loss that a bondholder would incur following the occurrence of a Credit Event.

Credit Default Swaps
Se una banca ha un'obbligazione nel proprio portafoglio e intende trasferire il rischio su credito a terzi senza vendere l’obbligazione, ha l’opzione di stipulare un credit default swap con eventuali terzi che siano disposti ad assumersi il rischio su crediti in cambio di determinati pagamenti periodici. Si può affermare che la banca acquista la protezione, mentre i terzi vendono la protezione (protection seller). Una banca può anche contrattare credit default swaps senza disporre in realtà di una posizione nei bond privilegiati.
Al verificarsi di un credit event riguardante la reference entity (la società che ha emesso il bond in questione)
Oppure - nel caso di un asset-backed security - di un credit event riguardante quell’asset-backed security, i terzi possono essere costretti ad acquistare il bond al valore facciale dalla banca. I terzi quindi possono vendere il bond sul mercato al prezzo di mercato, che si prevede sia inferiore al valore facciale. I proventi della vendita sono noti come "recupero". La perdita subita dal protection seller (valore facciale meno recupero) è sostanzialmente uguale a quella in cui potrebbe incorrere il titolare di un obbligazione a seguito al verificarsi di un credit event.
