I. COMO PRESENTAR SU OFERTA
1. FORMULARIO
El licitador presenterá su oferta en formulario provisto para ello. Puede reproducirlo para sus récords, pero la oferta tiene que hacerse en original. Si fuera necesario se podrán añadir hojas para aclarar o describir más detalladamente su oferta, pero en este caso tendrán que hacerlo a maquinilla, computadora o letra de molde y en papel timbrado del licitador.
2. TERMINOS
Los términos (días) solicitados o mencionados se entenderán como días calendario.
3. LICITADORES REGISTRADOS
El licitador tiene que cumplir con todos los requisitos para hacer negocios en Puerto Rico que le exija cualquier otra instrumentalidad del Gobierno de Puerto Rico, además de los requeridos de la Administración de Servicios Generales. Todo licitador viene obligado a suplir toda información requerida sobre sí o sobre la compañía que represente. Los licitadores registrados deben asegurarse que todos sus documentso en el Registro de Licitadores estén al día procurándose una certificación a esos efectos. Dicha certificación será entregada con su oferta.
4. LICITADORES NO REGISTRADOS
De acuerdo al Reglamento todo licitador no registrado que participe en las subastas que publique la Policía de Puerto Rico tendrá un máximo de diez (10) días a partir de la fecha de apertura para que someta todos los documentos requeridos para ser incluídos en el Registro de Licitadores de la Administración de Servicios Generales.
5. FIRMAS EN LA OFERTA
La oferta deberá estar firmada con tinta indeleble o bolígrafo en el espacio provisto para ello. La persona que firme, escribirá su nombre en letra de molde, firmiará e indicará en calidad de qué firma y el puesto o cargo que ocupa.
En el caso de licitadores registrados, la persona que firmará la oferta será aquella cuya firma esté registrada en el Registro de Licitadores para esos efectos. Si la persona autorizada a firmar ha cambiado, deberá registrarse la nueva firma antes de solicitar la certificación de elegibilidad de Registro de Licitadores.
Los licitadores no-registrados deberán acompañar una certificación del dueño del negocio. Las corporaciones no-registradas en el Registro de Licitadores deberán acompañar la resolución de la Junta de Directores autorizando la nueva persona a firmar, certificada bajo furamento por el Secretario de la Corporación bajo la firma de éste y el sello de la corporación.
6. SOBRE O PAQUETE CONTENIENDO LA OFERTA
Será estricta obligación de todo licitador presentar su oferta en sobres o paquetes cerrados, los cuales tendrán que identificarse en el exterior de la siguiente manera:
a. Asunto de la subasta
b. N’umero de la subasta
c. Fecha y hora de entrega y apertura
d. Nombre del licitador
e. Número del teléfono y dirección
Toda oferta recibida sin identificar conforme lo antes señalado será tramitada como correspondencia regular o se devolverá a su remitente. Bajo esta circuntancia la junta no será responsable si el remitente pierde su oportundad de presentar su oferta a tiempo como tampoco podrá requerir que se tome conocimiento de su oferta, o imputar que su oferta haya sido divulgada o abierta antes de tiempo. La fecha y hora de su entrega original no se considerará, para los efectos del recibo de la oferta.

I. HOW TO PRESENT YOUR OFFER
1. FORM
The bidder will present his offer on the form provided for the same. He may copy it for his records, but the offer must be made using original documents. If needed, additional sheets may be added in order to clarify or describe the offer in greater detail, but in this case the bidder must use a typewriter, computer or hand print the information on company letterhead.
2. DEADLINES
The deadlines (days) requested or mentioned will be understood as calendar days.
3. REGISTERED BIDDERS
The bidder must comply with all of the requirements to carry out business in Puerto Rico that are required by any other instrumentality of the Puerto Rican Government, in addition to those required by the General Services Administration. All bidders are required to supply all requested information about them or the company they represent. Registered bidders should assure that all their documents in the Register of Bidders are current and should obtain a certification to these effects. Said certificate will be turned in along with their offer.
4. NON-REGISTERED BIDDERS
In accordance with the Ruling, all non-registered bidders who participate in the tenders published by the Puerto Rican Police Department will have a maximum of ten (10) days from the opening date in which to submit all of the required documents in order to be included in the General Service Administration’s Register of Bidders.
5. SIGNATURES IN THE OFFER
The offer should be signed using indelible ink or a ballpoint pen in the space provided for the same. The person who signs the offer will print his/her name, sign using his/her signature and will indicate in what capacity he/she signs it and the position he/she holds in the company.
In the case of registered bidders, the person who will sign the offer will be the one whose signature is registered in the Register of Bidders for these purposes. If the person authorized to sign has changed, the new signature must be registered prior to requesting the eligibility certificate from the Register of Bidders.
Bids from non-registered bidders should be accompanied by a certification of the owner of the business. Corporations that are not registered in the Register of Bidders should accompany the resolution of the Board of Directors authorizing the new person to sign, certified under oath by the Secretary of the Corporation under the signature of the same and the company’s seal.
6. ENVELOPE OR PACKET CONTAINING THE OFFER
It will be the strict obligation of all bidders to present their offers in sealed envelopes or packets, which must be identified on the outside in the following manner:
a. Tender subject
b. Tender number
c. Date and time of delivery and opening
d. Bidder’s Name
e. Telephone Number and Address

I am a professional translator with over fifteen years of experience performing Portuguese, Spanish and English language translations. My varied background and upbringing of being born in the U.S., raised and educated in the United Kingdom, and having lived,worked and traveled extensively in Europe and South America, provide me with the cultural experience and knowledge with which to carry out complex translation projects from differing genres and industries.

Some of my most recent projects have included the translation of a series of Spirtism books from Portuguese to English: Obreiros da Vida Eterna (Workers of the Life Eternal), Pai Nosso (Our Father) and Jesus no Lar (Jesus at Home). The Workers of the Life Eternal book was published last year and I am listed as the lead translator in the book. The other two books are to be published later this year.
I am currently available for upcoming translation projects and my typical daily output is 3000 words. My average per word price is $0.07-$0.10 for normal projects. I comment also that I have both a PayPal and Moneybooker account for easy online payment of services.
